On behalf of HRH Prince Mohammed bin Salman bin Abdulaziz Al Saud, Deputy Crown Prince, Second Deputy Prime Minister and Minister of Defense and in presence of HH Prince Dr. Turki bin Saud bin Mohammed Al Saud, President of King Abdulaziz City for Science and Technology (KACST), General Abdulrahman Bin Saleh Al Bunaian, Chief of the Saudi General Staff, launched activities of the 4th Electronic Warfare Symposium 2015 in presence of His Excellency Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Al-Sheikh, Speaker of Shura Council, a punch of Shura Council members, army leaders, senior officers and high-ranking civilian officials.
Prince Dr. Turki affirmed in the Symposium’s opening ceremony that the government of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud has paid great attention to the varied scientific and technological fields including areas of radar and electronic warfare (EW) technologies, out of its belief in the vital importance of science and technology in economic development and propelling the wheel of gross in the Kingdom; expressing the deepest thankfulness and gratitude to the Custodian of the Two Holy Mosques, the Crown Prince and the Deputy Crown Prince, for their rigid interest in science, technology and innovation.
Prince Turki underlined that indicators of this interest are crystal clear in various facets including the formation of the Joint Supervisory Committee between the Ministry of Defense and KACST to cooperate in areas of science and technology, establishment of the National Sensors & Electronics Defense Center, founding the Saudi Technology Development and Investment Company (Taqnia) with its affiliated company Taqnia for Defense and Security, owned to the Public Investment Fund, contribute to transforming EW scientific research output into tangible industrial products; disclosing that KACST would support 400 standing-companies based on research and development instead of supporting 400 scientific project which, by its turn, will largely contribute to the knowledge society.
KACST President stated that this Symposium, that spans over three days and accompanied by a workshop and EW exhibition, targets encouraging scientific research in EW technologies, wide-spreading awareness of EW vitality in our life and in the future as well as going through modern challenges and solutions in this field.
General Al Bunaian spotted the light, on the EW importance for its being an indispensable tool to get information on enemy forces, as well as protect armed forces from hostile EW, which necessitates mastering technologies of EW that has effective leadership in the deciding victory due to its remarkable role in the combat efficiency of any military force.
The Chief of the Saudi General Staff highlighted that some people use the term information warfare to denote the EW which intends to destroy information, steal them, distort them, exploit them against interests of their owners, deprive other parties from using their technologies and consequently prevent them from benefiting from them; stressing that these technologies played a major role in the electronic and information control achieved by the coalition forces of Decisive Storm and Hope Restore operations whereas owning information and control were the effective booster in the war effort.
General AlBunaian explained that the Ministry of Defense is working under sound directives of the Kingdom’s wise leadership on developing and upgrading equipments as well as educating and culturing its cadres and human resources through training, symposia, seminars and specialized lectures; meanwhile, pointing out that this Symposium attended by distinguished specialists from various countries around the world is a real evidence of the interest to enrich military and civilians as well as the private sector in EW operational and technical information and know novelties in EW.
Dr. Sultan Almorqi, The Chairman of Symposium’s Scientific Committee, President of Association of Old Crow (AOC) Saudi Chapter, Director of the National Sensors & Electronics Defense Center, KACST, stressed that the Government of the Custodian of the Two Holy Mosques attach great importance to building-up sophisticated national capacities in all fields of modern technologies including radar and EW technologies consistent with the national security requirements to keep the growth, safety and security of the Kingdom.
Dr. Almorqi revealed that the Symposium is enriched by the participation of the EW world leading researchers to discuss the EW latest research and newest technologies shared by Saudi researchers and engineers from the National Sensors & Electronics Defense Center at KACST and Saudi universities through lectures and workshops held within the Symposium to raise EW awareness, and motivate research and development, to keep pace with EW novelties, transfer and localize technologies promote the national capacity to enhance security and overall development of the Kingdom.
On the margin of the Symposium, a technical and industrial alliance between KACST and Taqnia company from one side and the Turkish Defense Industries Agency and Aselsan Company from the other side was announced where Prince Dr. Turki and Dr. İsmail Demir, Undersecretary for Defense Industry, Turkey, signed a technical and industrial cooperation agreement between KACST and the Turkish Defense Industries Agency that targets mutual cooperation for conducting research projects and establishing relevant industries in addition to developing the technological potentialities of both countries, Within the same alliance, another joint cooperation agreement was also signed between the Saudi Taqnia Company for Defense and Security and the Turkish Aselsan Company which aims to establish a joint venture company in Saudi Arabia in fields of radar, EW, electro-photonics as well as building laboratories and equipments for joint manufacturing.
According to this alliance, researchers from both parties cooperate in joint research projects and developing technologies to serve technology transfer into the Kingdom. They will also work on joint manufacturing and commercialization of the manufactured products in order to shift to the knowledge-based economy and investing research in industry. This alliance comes as an extension of the previous alliances concluded by KACST in space, aviation, water and energy areas, which aim in their entirety to turn the Kingdom into a real owner of the technological capacity and advanced manufacturing to be an exporter of these technologies in the near future.
Next, Prince Dr. Turki and General Al Bunaian honored researchers and experts from the Ministry of Defense, KACST, Saudi universities and national companies for their tangle efforts and role in transferring and localizing EW technologies in the Kingdom, and then activities of the symposium were kicked off.
