Strategic Technologies of fundamental Research Support Program

 

The program aims at developing high-quality long-term fundamental research ideas. This strategic step is part of the Kingdom of Saudi Arabia’s quest towards achieving a higher rank amongst other Middle Eastern countries in fields of science, technology, and innovation by the end of 2020. The program plays an important role in developing the scientific community inside the Kingdom, by offering support to promising national entities responsible for performing advanced research, hence the development of effective research tools that enhance the local ecosystem. The program also supports the scholarship of young researchers to create the next generation of future technology leaders of innovation in multiple fields of research and development.

First: Research and Development Projects within the Strategic Technologies Program

During the year this report was made, around (253) research projects were approved with a budget of nearly (444.443) million SR. This promising step is the result of the strategic technologies 16th and 17th group of Knowledge 1 project. A total of (656) projects were sent to the international judging committee, among which (38.6%) of the projects were accepted and adopted.

About 25 entities participated in the execution of the development and research projects, among these was King Saud University that participated in the largest share of support for these projects: (34.4%) with total budget of around (195.8) million SR. King Abdulaziz University comes next with a (19.8%) share of support and a total budget of (87.9) million SR. Then comes King Fahd University of Petroleum and Minerals with a (15.4%) share of support and a total budget of (62.8) million SR as shown in table (1). Figure (2) shows the percentage of development and research projects supported in 2015 (the year in which this report was conducted) and classified according to the executive entities.

All 15 strategic technologies among Knowledge (1) project had varying shares of support. For instance, medical research had the largest share of support among all accepted projects: (22.5%) with a total budget of (105.2) Million SR. Biotechnologies came second with a (13%) share of support and a total budget of (59.7) million SR, third were power technologies with a support share of (9.1%) and a total budget of (37.1) million SR. The fields with the least amount of support were construction technologies and Petrochemicals with a (0.8%) share of support for each.

The development and research projects suggested for support among the Strategic technologies program were assessed according to international scientific criteria, these criteria include the projects quality, creativity , how much they contribute to knowledge development, as well as how much effect they have on the Kingdom’s science and technology development , how much these projects aliens with the strategic approaches of Knowledge (1) project, finally the expectations on how successful the project can be. The scientific competency indicators of the supported projects for the year (2015) can be summarized as the following:

  • Around (17%) out of (253) research project of the supported projects among the strategic technologies program were highly recommended. figure (4).
  • (27.3%) of King Saud University supported projects were highly recommended by the international judge committee. King Fahd University of Petroleum and Minerals projects come next with a share of (25%). Finally, King Abdulaziz University had a share of (15.9%).
  • • About (27%) of medical research supported projects were highly recommended by the international judge committee. While (18%) of advanced material supported projects came next, third comes (14%) of biotechnology and agricultural technology supported projects.

The number of people who are participating in the execution of the adopted projects in the year the report was conducted were about (2491). Including researchers (33.6%), councilors (10%), technicians (11.3%), graduate students (27.3%), administrators (5.5%) and others (12.2%).

The Strategic Technologies Program for the year 2015 was able to accomplish (72) development and research project. (27.7%) of these projects were in field of biotechnology, (18.0%) of these projects were in the field of environment technology, (13.9%) were in the field of nanotechnology and (8.3%) of them were in the field of information technology.

The development and research accomplished projects of year 2015 resulted into (4464) scientific outcome. About (44.4%) of these outcomes were Refereed scientific papers, and (29.5%) of them were presentations, while technical outcomes took a share of (12.5%). Un-refereed scientific research papers (not published yet) took the share of (10.8%), patents took about (2.8%).
