The Science and Technology National Policy (STNP) is based upon the teachings, values and principles of Islam that encourage learning, education and perfection of work. The Plan  also draws upon the Arab and Islamic cultural heritage.

On the other hand, the policy emphasizes on the identification of the challenges involved in the current and future international transformations and variables, and the necessity to mobilize the national capabilities and potentials to face them in addition to the recognition of the opportunities they provide and how to understand and exploit them in the proper speed.

The policy also focuses on the importance of science and technology role promotion in the sustainable development in the Kingdom, which enjoys - thanks to Allah the Almighty - huge natural resources of oil, natural gas and minerals as well as increasing human, scientific and technical capabilities, in addition to its strategic geographical location.
